Intro to Validating Assessments for RTOs

Training Organisations have many obligations following registration, like yearly declarations, AVETMISS data submission, and marketing adherence. Among these tasks, validation of assessments frequently stands out. While we've discussed validation in several articles, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) identifies assessment validation as a quality review of the assessment procedure.

Fundamentally, validation of assessments is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules specify two types of validation. The first type of assessment validation checks conformity with the training package assessment requirements within your organisation's scope. The second validation guarantees that assessments adhere to the principles of assessment and rules of evidence. This indicates that we perform validation pre- and post-assessment. This article will focus on the initial type—validation of assessment tools.

Differentiating Assessment Validation Types

- Assessment Tool Validation: Referred to as pre-assessment validation or verification, is concerned with the initial part of the regulation, ensuring meeting all unit requirements.
- Post-Assessment Validation: Relates to the conduct, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

How to Conduct Assessment Tool Validation

Optimal Timing for Assessment Tool Validation

The aim of assessment tool validation is to make sure that all elements, criteria for performance, and evidence of performance and knowledge are covered by your assessment methods. Therefore, whenever you obtain new learning resources, you must perform assessment tool validation before allowing students to use them. There's no need to wait for your next scheduled validation. Validate new resources right away to confirm they are fit for student use.

Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- Improve your resources
- Integrate new training products on scope
- Evaluate your course with training product updates
- Spot your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Training Products Needing Validation

Bear in mind that this validation guarantees adherence of all learning resources before use. All RTOs must validate materials for each unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It indicates which assessment tasks meet subject requirements, assisting in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if directions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also ensure if instructions for evaluators are sufficient and if clear criteria for each evaluation item are provided. Clear standards are crucial for reliable assessment results.
- Supplementary Resources: These may include checklists, logs, and evaluation templates developed separately from the workbook and assessor guide. Validate these to ensure they suit the assessment task and meet unit requirements.

Validation Panel

Standard 1.11 specifies the requirements for panel members. It states assessment validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including industry experts.

Collectively, your validation panel must have:

- Vocational Skills and Current Industry Skills relevant to the unit being validated.
- Current Knowledge and Skills in Vocational Teaching and Learning.
- Either of the following certifications for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

Principles of Assessment

- Impartiality: Is equal opportunity and access provided to everyone in the assessment process?
- Adaptability: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Relevance: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Dependability: Will the assessment produce consistent results every time?

Guidelines for Evidence

- Validity: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Completeness: Is the evidence sufficient to cover all the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Currency: Are the assessment tools based on current units of competency and up-to-date industry practices?

Specific Considerations for Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Feed babies with solid food
- Respond appropriately to baby signs and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Frequent Errors

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

Full Competence or Not Competent

Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s out of compliance. Each assessment task must address all requirements, or the student is not competent, and the evaluation tool is out of compliance.

Can You Be More Specific?

Each assessment task must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your guidelines do not confuse students or assessors.
